The synopsis probably sounds rushed. It's not surprising because the film starts at full throttle. Fortunately, it slows to develop the relationships and characters. Not bad for an action film. Kevin Costner is good, almost notable, as an emotionless murderer. If you ignore the political spin and the encouragement of a surveillance state, this film is OK. In fact, I'd say it will be remembered for its characters, not its faults.
