They're celebrating the "capping" of a young man. However, there are those who are excluded from the feast. They're called vagrants. Are they on to something? Or have the "tripods" really provided a pastoral existence for the British people, one without war or crime? Two young men don't agree and want to escape "capping".
This BBC program is based on a young adult series of novels. It calls into question the potential for a world that is controlled, where art and poetry are suppressed. Does this ban also ruin the possibility of technology and other forms of human development?
